POLICIES



I believe that one must live within ones means (income), except in an emergency. This includes our government. I believe that we must help those who can’t help themselves.

If you give me the privilege to serve you in the U.S. Congress, I will be 1 out of 435 Representatives. You get only one vote and that vote should represent your will, not the political parties’ or lobbyists’ or special interests groups.

I promise my fight will be for you, and vote for your interest, and not for a political party, the lobbyist or personal gain. I will do my best to offer legislation on your behalf and will faithfully represent "Your Voice".





JOBS JOBS JOBS


We must bring back our manufacturing base! No country can possibly survive without making its own goods. We are held captive, with our hands tied behind our backs, to depending upon foreign countries (ie. China who is predicted to be the super power by the year 2016... not the United States) for our livelihood. These foreign countries don’t have the people’s best interests at heart. Bringing America’s manufacturing base back home will also provide jobs we so desperately need. Not all Americans qualify for the finances necessary for a college degree. Many people simply need to master a trade, work hard, support their family and live a relatively comfortable and secure life.

A study grading all 50 states according to their taxes on manufacturing businesses, places Missouri among the top five nationwide.

The 2010 Manufacturing and Logistics Report Card, prepared by Ball State University's Center for Business and Economic Research, issues state grades in each of nine categories: manufacturing, logistics, human capital, cost of benefits, global reach, diversification of industries, productivity and innovation, tax climate, and venture capital:

The best tax climate for manufacturers is in Florida, followed by Indiana, Missouri, Montana and Utah, according to the study. In addition to its A in tax climate, Missouri received Bs or B-minuses in logistics, global reach and diversification - a key factor to reduce volatility, CBER Director Michael Hicks said in a recent news release. Overall, the center thinks manufacturing will recover to prerecession levels in the next two years in states with low tax rates - a diverse collection of industries and a strong base of government services. According to an assessment by the National Council for Advanced Manufacturing (NCFAM): “U.S. manufacturers are paying much higher taxes than competitors based in most other developed nations. It (NCFAM) also states, “The United States has the highest corporate income tax out of 23 industrialized nations. The U.S. manufacturers will decline from 35 percent to 32 percent over the next five years, but that still puts them above the medium.

Manufacturers are bearing a disproportionate share of taxes! “Manufacturers’ Tax Reduction Falls Short: Overseas Competitors Will Continue to Enjoy Lower Rates." "Although manufacturing is generating only 7 percent of total corporate profits, it is paying 25 percent of corporate tax revenues…"



POSSIBLE WAYS TO REVIVE MANUFACTURING INDUSTRIES


1.Lower the manufacturing corporate income tax rate to 15 percent or lower.
This would bring our American manufacturers back to the U.S.
2.All overseas manufactured goods, which are produced by American
Companies, should have an imposed Tariff (just enough to bring our jobs back home) when imported back to the USA. We have experienced this before in history. We must bring manufacturing back to America. The purpose is providing security to its people. Any countries that can’t feed clothe or provide shelter and goods for its people cannot survive. I ask you, “If the monies that our government borrowed from other foreign countries, such as China, demand their money back NOW, what do you think will happen? Most of our goods are made in China and other foreign countries that care mostly about their achievements and status, just as we do. We are dependent on them for money and goods. This vulnerable position puts our future and generations to come at risk. For our survival, these are just examples of some ideas that can be explored in greater detail to see what we can do to bring back our manufacturing base for jobs and security. Can you think of anything my opponent has done to bring manufacturing back to Missouri?
Together, with "Your Voice", we have the opportunity to make Missouri the home for manufacturing plants!

4.I believe in having a “living wage” policy.

HEALTHCARE REFORM



Following are my thoughts on how we can provide great HealthCare for all American citizens and Green Card holders.

We need to govern by Laws, NOT Regulations!


1.I would by law regulate the Health Insurance companies and the Pharmaceutical industries:
a.No one will be denied insurance for a pre-existing medical diagnosis.
b.No one’s insurance can be cancelled in the middle of any treatment.
c.No one can be denied medical treatment for ANY medical condition.
d.Insurance companies can’t charge more for your HealthCare plan, or deny your affiliation, due to age, pre-existing conditions, illness, sexual orientation, race, etc.
e.Cap the amount that Insurance Companies and Pharmaceutical companies can charge for premiums, deductibles, and co-pays.
f.Insurance companies can’t refuse to pay for services that your Doctor deems necessary.
g.Insurance companies will no longer be able to play “Doctor” and deny treatment or payment for treatment and services.
h.There will be no comparative effectiveness research and value-based purchasing. (No government-picked committee will decide what you get, i.e. tests, medications, surgery, treatment etc.).
2.Any individual may purchase health insurance in (any) State.
3.All citizens will enter into the Federal Employees Health Benefits Insurance plans. You will have the same heath insurance that your U.S. Senator and Representative have.
4.Your health insurance will no longer be tied to employment or employers.
5.Tort reform needs to be done. I still need to study and research this matter before giving you my thoughts, plans and actions.
HealthCare reform will NOT be easy. We need to take our time to evaluate the aspects and understand the consequences. HealthCare should not be done as a “notch” in history, but for YOU, the people.

EDUCATION


Education is a very complex area to legislate. I would get rid of “NO Child Left Behind”. Education should be decided by each State. Every State is different and the needs of children will be different. I believe that the Federal government should help fund education, but not mandate how each State and City teaches their children.

State colleges should be open to all high school graduates. Pell Grants and Scholarships should be easy to obtain financially. Every high school graduate that wants a college education should have it.

We need to start Trade School programs. College is not suitable for every person. Therefore, we should enhance Trade Schools for those who desire to learn a trade for employment. Employers and State Colleges can offer these programs.

I would vote NO on the Dream Act.

As far as the Federal Government’s involvement to be able to give you more substantial policy recommendations, I will need to do more research and study our education programs.

IMMIGRATION


Immigration Policy is very important! It affects jobs, HealthCare cost, education, and our economy as a whole.

1.I would enforce the immigration laws that are in place now.
2.I would enforce our borders, lock them down and if that means I had to use armed National Guards on the border, I would do so.
3.All visitor(s) would have to have a Visa to enter the U.S. Before entering the U.S., all visitor(s) from countries with high rates of Tuberculosis or other contagious disease(s) would have to show medical documentation stating that he/she/they are not infected or contagious.
4.All Visitor(s) would be finger printed, have an iris scan and a photo for identification.
5.A database would track the departure dates of visitor(s). If the visitor(s) don’t leave the U.S. on their departure date, I.C.E. and all law enforcement would find them for deportation.
6.H1 Visas and all other Visas that allow companies to import people to take the jobs of American citizens would be STOPPED. Many companies are using these Visas to import foreign workers to replace American citizens for the sole purpose of paying lower wages and benefits. This, in my opinion, is wrong and I would vote “NO” on any legislation that would take our jobs from an American citizen.
7.No amnesty.
8.I would look into what could lawfully be done to put an end to allowing illegal alien(s) to come to our country to have children (“Anchor Babies”). Pro-Amnesty legislators use the children born on U.S. soil by illegal alien(s) as a loophole to grant amnesty to ALL illegal alien(s).
9.Any employer that hired an illegal alien(s) would be prosecuted to the full extent of the law.
10.Colleges shall be held responsible for all student(s) who are granted access to the U.S. via student Visas. When the student’s Visa expires, the Colleges will be responsible for the student’s departure from the U.S. If the college doesn’t do the above, the college will no longer be allowed to participate in the Foreign Student Visa program.


I welcome and am delighted to have all foreign visitor(s) to the United States, if and only if, they enter the U.S. legally and abide by and respect U.S. laws. Foreigner(s) who wish to come to America and become a Green Card holder or a citizen, and do so legally and simulate the U.S. with their contributions, would be welcomed with open arms to come enjoy our hard-won freedoms.

HOUSING AND URBAN DEVELOPEMENT (HUD)


Housing Choice Voucher Program Section 8 Elderly (Section 202), Housing for Persons with Disabilities (Section 811).

We need Laws, not Regulations, to govern the above Affordable Housing programs. You need true oversight from your Congresspersons and Senators of the Public Housing Authority (P.H.A.), a private company that H.U.D. gives a government contract to implement the above programs. From personal experience with the P.H.A. I can report that it is imperative that we reform this program and the agency. I have life experience with this agency. I know what works and what does not work. My opponent does not.

ADDITIONAL THOUGHTS


There are so many areas to cover as far as legislation that affects our lives that I can’t possibly put it all on my campaign website. I tried to give you insight and a general idea of my leanings when considering areas of policies that affect all our lives.

Before I would vote on any legislation, I would read the legislation with my staff. I would research the legislation to make sure that I have a good sound knowledge and understanding of the legislation and comprehend the consequences of the legislation before I voted. If the majority leader would not give sufficient time to research and understand the legislation before a vote, I will vote “NO”. I will use common sense and NEVER forget for whom I work: you, the people. You are the constituents of Congressional District 01 Missouri. I will be "Your Voice", and am eager to work on your behalf, thereby beginning to level the playing field.
